Since the very beginning, REPL has been involved in the smart city mission of Government of India.  GOI created a panel of consultants, based on their credentials and past work. They also ranked these empanelled consultants, and we were at the top of that list.

In phase one we were involved in developing the concept plan for two cities- Bhopal (M.P.) and Dehradun (Uttrakhand). We assisted the municipal corporations in bidding with the government for getting selected in the list under Smart City challenge. The plan for Bhopal Smart City was selected among the top 20 in the first list.

Now under second phase of implementations, we are working on detailed plan of Varanasi (U.P.) and Indore (M.P.) Smart Cities. In consultation with the clients and concerned stakeholders, we have started preparing DPR of identified priority areas.

The vision of Varanasi Smart City: “to rejuvenate the oldest living Indian city of Varanasi as a great place to live and visit by conserving and showcasing its enriched heritage, culture, spirituality and traditions through innovative social and financial inclusion solutions”.

REPL with it consortium partners is working as project management development consultants for Varanasi Smart City. The approach of Area Based Development (ABD) and pan city solutions is being undertaken. This will include retrofitting of old city along river Ganga comprising of major temples, heritage sites & cultural places with emphasis on socio-economic growth.

In the Varanasi Smart City, approach of Area Based Development (ABD) will be taken, along with the pan city solutions. The plan, spreading over total 1389 acres, will include retrofitting of old city along river Ganga comprising of major temples, heritage sites & cultural places with emphasis on socio-economic growth. Massive citizen engagement program was undertaken to determine the priority areas. Consultants will prepare detailed project reports (DPR) on various components such as water supply & sewerage systems, intelligent traffic management, smart security system, heritage conservation, tourism promotion activities etc.

REPL consortium will assist the Varanasi Smart City Ltd. in various phases of project implementation, which will include the activities such as, preparation of DPR, coordination with various appointed consultants, project prioritization & phasing, preparing capital investment plan, implementation roadmap, conducting feasibility study, bid process management for selection of implementing agencies, overall project management etc.

Smart city vision for Indore: “An ideal world class smart commercial metropolis that thrives on investment opportunities, incubating business and ideas, rich inheritance and inclusive development”

The Indore Area Based Development (ABD) proposal spreads across a contiguous land parcel, comprising of a total area of 742 acres, having a population of 1.2 Lakhs. The earmarked area is proposed to be retrofitted with smart features/infrastructure wherein out of total proposed area, 164 acres of land will be redeveloped.

The Indore Smart City Development Limited (ISCDL) has appointed REPL consortium to provide consultancy services for preparation of Area Based Development Master Plan/ detailed layout plan for earmarked area, preparation of detailed project reports (DPR) for various packages and project management consultancy (PMC) support.

REPL will assist the ‘Authority’ in various phases of project implementation, which will include the activities such as, preparation of DPR along with cost estimates, coordination with various appointed consultants, project prioritization & phasing, preparing capital investment plan, business plan and implementation roadmap, conducting feasibility study, bid process management for selection of implementing agencies, overall project management etc.

The intelligent regeneration of Indore (Rajwada area) will include conservation of the historic inner city, market areas, riverfront and public spaces with the redevelopment of select land parcels for creating compact, mixed-use and sustainable neighborhoods.

The plan has multiple components to address different aspects of Smart City components. It includes, built heritage conservation, incubation centers & skill development centers, improvement of roads & pathways, pedestrian zones, public open spaces, smart water & sanitation management, solid waste management, underground shifting of utilities, energy efficient street lighting, advance safety & security systems etc.

The project combines characteristics of retrofitting as well as redevelopment. ISCDL has also received funds from Government of India and Government of Madhya Pradesh (GoMP) for the development of Indore as smart city.

We have already started preparing various DPRs and submitting to concerned authorities.

Smart city vision for Bhopal -“Transforming Bhopal, a city of lakes, tradition & heritage into a leading destination for smart, connected and eco friendly community focused on education, research, entrepreneurship and tourism”

Bhopal Smart City has been envisioned as 24X7 activity based integrated live-work-play-learn-shop concept. The planning approach was based on Transit Oriented Development (TOD) with social inclusiveness. The Proposed Site for Redevelopment is spread over approx. 350 acres. The city has been planned to ensure that there is least commutation involved for all the residents, in terms of going to work or accessing the amenities. This has been ensured through land use coordination of carefully balanced areas of residences, office, education, medical and entertainment areas. The modern Commercial Zone would provide better economic & employment opportunities.

REPL proposed master plan entailed a vibrant mixed-use development. At the same time, due consideration was given to existing social and cultural infrastructure. Major religious structures and large institutional buildings like JP Hospital & Red Cross Hospital were retained. In order to Re-develop Shivaji Nagar, Bhopal as a modern & efficient smart city, our detailed plan covered multiple aspects like – resource, topography & land use analysis; transportation system; water management system; solid waste management system, activity-based zoning etc.

Salient Design Elements

LRT & BRT ROUTE (TOD Points)

busThe Site had proposed LRT Corridor on southern edge and BRT Corridor on northern edge of the Site. The design utilizes potential of these Transit Systems to create a TOD. LRT route is diverted 100m into site to reduce walking distance from stations to workplace/home.

WALKABILITY

walkThe Key concept of Smart City, Bhopal has been to create Walkable City with least amount to Traffic/Vehicles. Idea was to promote public transport, encourage walk-to-work and achieve healthy lifestyle. LRT Stations were strategically located to cover site within 10 minutes’ walk. The Whole Development has been inter-connected with multiple Pedestrian/Greens Linkages at an Interval of max. 150 meters connecting all parcels to Major Plaza & Green Spaces.

DIVERSE HUB STRATEGY

The Master Plan envisaged to create various Hubs / Clusters to cater to different industries & sections of the society. These multiple-hubs provide opportunity to develop new sectors of economy, by making available diverse sets of functions/facilities, while providing comfortable and sustainable lifestyle to residents & community. Six Hubs / Clusters had been proposed in the Master plan: Digital- Innovation Hub, Knowledge-Research Hub, Health Hub, Commerce Hub, Retail Hub and Entertainment Zone with supporting Residential Clusters. Each hub has prominent activity of that type but land use is of mix-use.

Knowledge HUB bolsters Government of India’s initiative towards creating a Digital India with inventive, innovative and entrepreneurial knowledge. Creating a Knowledge-based Digital Economy (KBE). The Digital Innovation Zone (DIZ) aims to promote Digital-Media, IT industry — as well as companies related to the use of information, communication, and media technologies. The DIZ serves the nation’s larger goals of strengthening innovation economy and promoting Bhopal as an alternative hub for commerce being Central to whole of India.

Health Hub will extend beyond healthcare to encompass a complete and holistic eco-system that includes health services, research & education, commercial, leisure and public spaces – achieving the goal of building a place where healthy life is central.

Commercial Hub consists of High-End Office Spaces with allied Facilities like Media Centers, Business Hotels etc. The Zone has been positioned linearly along the Main Road maximizing revenue and lease potential. The Cultural Hub aims to provide access to diverse cultural opportunities for children and young generation as well as promotes a direct dialogue, sharing of skills, and a meaningful relationship between the education and cultural sectors. Its role is to bring together people from varied groups / backgrounds to come together relieving the cultural heritage of the state & country.

MOBILITY & TRANSPORTATION

The vehicles had been restricted to the periphery of the Site. A peripheral 4 Lane Service Road was designed to give access to Development on the edge of the site. Also, Multi-story Car Parks had been provided on the edge of site to achieve vehicle free site.

There was no road on ground level, whole site was developed with the concept of vehicular free public spaces. Parking had also been provided in Basement Level of each pocket. GRT network connects to all parcels. Stations were placed at every 100mts, from where People can connect to other parts of development and transit nodes.

PUBLIC SPACES

The Proposed Development was planned to be green, walkable and cycle friendly urban development. It intended to create a variety of open spaces. Primary Design Theme aimed to create an Eco-Loop connecting major open spaces & water-bodies of the city to the site as well as create a linkage between them.

The existing natural drain on site were transformed into a dynamic community space. Also, all transit points were connected with considerable no. of open/public space. Public / Open spaces were dispersed across the development as well as were interlinked with network of connections providing access to varied types & scale of open spaces to all inhabitants and users.

The whole Development was inter-connected with multiple Pedestrian/Greens Linkages at an Interval of max. 150 metres connecting all parcels to Major Plaza & Green Spaces. The linkages were designed to provide incidental Open Spaces/Plazas which become Nodes of Activity. The Development was connected with multiple Bicycle-Tracks, each transit point like LRT / BRT was provided with Cycle-Stands from where People can borrow Bicycle and cycle to cycle-points near their homes/offices. Other Residents/ Inhabitants can borrow from these stands and then cycle to the transit hubs.

Smart city vision for Dehradun -“Establishing Dehradun as ecofriendly knowledge hub of the region, infusing technology for providing timely & accurate information to citizens and authorities for decision making and improving the ease of doing business for promoting tourism in the region”.

Planning Approach

For Smart City Dehradun, inclusive and participatory approach of planning was adopted. This included-

  • Direct Feedback (online portal, door-to-door campaign & road shows)
  • Opinion of Citizen Representatives (M.P, MLAs, Mayor & Municipal Councilors)
  • Opinion of Civil Society representatives (Professional Associations, Academia & Prominent Government Bodies)
  • Workshops, Structured Surveys & FGDs (Focused Group Discussions) and,
  • Opinion gathering through Social Media

The Area Based Development (ABD) for Dehradun is spread across 354 Ha (875 Acres). The rationale behind choosing the area was that it is core of the city, having footprint of key institutions and public spaces viz., Paltan Bazar, Gandhi Park, Secretariat, Nagar Nigam, Clock Tower, Doon Hospital, Tehsil, Ashtley Hall and Covers 2 Colleges DAV & DBS College

Some the key features of ABD plan includes smart features such as, pedestrian friendly pathways, encouragement to non-motorized transport, intelligent traffic management, innovative use of open spaces, non-vehicle streets/zones, robust IT connectivity & digitization, advance safety of citizens, and creating organized green. The plan also intensively addresses the sustainability aspect by incorporating features of rainwater harvesting, quality water supply system, solid waste management and green energy.

Infrastructure Planning Aspects

City had been planned with Walk-to-Work concept. Every area falls within the walkability of 400 M from motorized road. This will reduce traffic & pollution and promote healthy lifestyle. In order to provide its inhabitant a pollution free healthy environment various vehicular activity has been proposed either in basement or at outer periphery of city, major arterial road is also 3 Meters below the main city. After careful study of the existing connectivity and future requirement in the planned area, detailed plan for Surface road connectivity, Underground Road Entry, Elevated road entry and PRT Station had been proposed.

Various zones were planned so as to minimize the circulation. For example, residential zone were placed in between the mixed use and university zone, it will reduce the travel distance to reach destination; University zone were allocated after considering all the peace and serenity it requires. All the existing trees available on present site were retained and they will play an important role in landscaping of recreation area.
