To prepare City Development Plan (CDP) which will be linked into the overall spatial planning and policy framework of Master Plan and more importantly into the annual municipal budgeting. Linking the investment plan of the CDP with the municipal budgets which will be ensuring the O&M and thus sustainability of the infrastructure assets created.

The process will enable elected representatives, key staff of MC departments, parastatal agencies and other institutions, policy makers and the citizens to participate and plan for spatial,social and economic development of the concern cities.To prepare a City Development Plan (CDP)which will present both a vision of a desired future perspective for the city and the ULB’s strategic framework of sectoral plans translated into actions that define on how the ULB, together with other stakeholders, intends to work towards achieving their long-term vision in the next five years.
